Dr. Guinness was born in China, where his parents were medical missionaries. They were forced to leave by the communist Chinese in 1951. He was educated in England, receiving his undergraduate degree from the University of London and a D.Phil. from Oriel College, Oxford.

He has lived in the Washington, D.C. area since 1984, when he was a guest scholar at the Woodrow Wilson Center for International Studies, and at the Brookings Institution. From 1986-89, Dr. Guinness was Executive Director of the Williamsburg Charter Foundation, and one of the drafters of the Williamsburg Charter. He has written or edited more than a dozen books, the latest being Time for Truth: Living Free in a World of Lies, Hype and Spin.

His first book, The Dust of Death (1973, revised 1994), is a critique of counterculture. His second, In Two Minds (1975) was recently rewritten as God in the Dark: The Assurance of Faith Beyond a Shadow of Doubt (1996). His third book, The Gravedigger File (1983), is an examination of the social and cultural forces shaping religion in the late twentieth century. He is the co-editor of Articles of Faith, Articles of Peace (1990) and No Good But God: Breaking With the Idols of Our Age (1992). One of his recent books is The American Hour (1992), an analysis of the United States toward the close of the American Century. He is also the author of Dining with the Devil: The Megachurch Movement Flirts with Modernity (1993) and Fit Bodies, Fat Minds: Why Evangelicals Don't Think and What to Do About It (1994). Other recent books include The Great Experiment: Faith and Freedom in America (2001) and Doing Well and Doing Good: Spending, Giving, and Caring in a Free Society (2001).
